Women’s Agri-Business Climate Adaptation Accelerator
Applications have now closed.
As part of the broader call for climate adaptation partnerships in the Mekong Delta, BPP is seeking to launch a women’s agri-business climate adaptation accelerator to support micro and small enterprises that are women-led and/or delivering greater income earning opportunities or other benefits for women. The accelerator will focus on enterprises that are already implementing transformative agricultural practices but need support to upscale and/or businesses that are providing innovative services to the agriculture sector to enable it to respond better to the impact of climate change.

Call for Climate Adaptation Partnerships in the Mekong Delta
The Business Partnerships Platform (BPP) is calling for expressions of interest from potential business partners with an innovative idea to support climate adaptation and resilience and deliver social, gender and development benefits in the agriculture sector in Vietnam’s Mekong Delta.
Vietnam and Australia are committed to tackling the challenges of climate change and share net zero by 2050 ambitions. Vietnam’s commitment is now enshrined into law, and is underpinned by the National Climate Change Strategy to 2050 and National Adaptation Plan, both of which highlight the potential for climate adaptative approaches in the agriculture sector.
Agriculture and aquaculture are the main livelihoods in the Mekong Delta and the area produces 50% of Vietnam’s food, including rice, fruit, vegetables, livestock and fisheries. However, climate change impacts – particularly sea-level rise, increasing salinity, flood, and drought – alongside unsustainable land and water management practices, pose a threat to the region’s ongoing productivity and liveability.
Vietnam’s Prime Minister HE Pham Minh Chinh approved in 2022 a Master Plan for the Mekong Delta, with priorities including climate-adaptive crops, sustainable rice and shrimp production, organic or safer food production, water management and disaster response infrastructure.
The BPP’s 2023 call for Climate Adaptation Partnerships in the Mekong Delta looks to support these efforts by developing partnerships with inclusive businesses and their partners working in the agriculture sector to trial new models and technologies for climate adaptation, or scale proven methods, while delivering important social, gender equality, and development benefits for Mekong communities.
Eligibility, Selection and Funding Details*
• The BPP’s Climate Adaptation Partnerships in the Mekong Delta offer from AUD250,000 to AUD750,000 in funding.
• Partnerships should seek to achieve climate adaptation outcomes while improving lives and livelihoods and reducing future risks.
• Partnership concepts should support solutions that address specific climate impacts on women and/or create opportunities for women.
• Partnerships are also strongly encouraged that seek to improve outcomes for people with disability and/or socially diverse groups.
• Partnerships comprise either an individual organisation or a consortium of organisations, and the Australian Department of Foreign Affairs and Trade (DFAT).
• Partnerships must have at least one partner legally registered to operate in Vietnam and one partner from the private sector.
• Previous experience working in the Mekong Delta is desirable.
• A co-contribution is required to ensure that both DFAT and partners are investing in the partnership. The co-contribution must match or exceed the DFAT investment through cash (preferable) or in-kind contributions.
• Partnerships can range from a minimum of 12 months to a maximum of 24 months. Implementation should begin by September 2023 and be completed no later than September 2025.
*More detailed criteria will be provided to organisations that are invited to submit a formal concept. The above criteria are subject to change.

Expressions of interest in English or Vietnamese are currently being accepted on a rolling basis using the form below until 18 April 2023.

• Submit an Initial Concept (by invitation)
• Shortlisted applicants are supported to submit a full proposal
• Full proposals are assessed and successful applicants proceed to due diligence and contracting
• Kick off meetings are held to develop a workplan, a monitoring plan, and agree on partnership “ways of working”
• Implementation begins!

Chương trình Nền tảng Đối tác Doanh nghiệp (BPP) mời nộp hồ sơ bày tỏ quan tâm từ các đối tác doanh nghiệp tiềm năng có ý tưởng sáng tạo nhằm hỗ trợ tăng cường thích ứng và chống chịu khí hậu, đồng thời mang lại các lợi ích về phát triển, giới và xã hội trong lĩnh vực nông nghiệp ở Đồng bằng sông Cửu Long của Việt Nam.
Việt Nam và Australia cam kết giải quyết các thách thức của biến đổi khí hậu và có chung mục tiêu đầy tham vọng về đạt phát thải ròng bằng 0 vào năm 2050. Cam kết này đã được Việt Nam quy định trong luật và được củng cố thông qua Chiến lược quốc gia về biến đổi khí hậu giai đoạn đến năm 2050 và Kế hoạch quốc gia thích ứng với biến đổi khí hậu, trong đó đều nêu bật tiềm năng của các phương pháp tiếp cận thích ứng khí hậu trong lĩnh vực nông nghiệp.
Nông nghiệp và nuôi trồng thủy sản là nguồn sinh kế chính ở Đồng bằng sông Cửu Long. Đây là nơi cung cấp 50% sản lượng lương thực của Việt Nam, trong đó có gạo, trái cây, rau củ quả, gia súc và thủy sản. Tuy nhiên, các tác động của biến đổi khí hậu, cụ thể là mực nước biển dâng, gia tăng tình trạng xâm nhập mặn, lũ lụt và hạn hán cùng với các hoạt động quản lý đất và nguồn nước không bền vững đang đe dọa tới năng suất và khả năng sinh sống ở khu vực này.
Năm 2022, Thủ tướng Chính phủ Phạm Minh Chính đã phê duyệt Quy hoạch vùng Đồng bằng sông Cửu Long với các ưu tiên bao gồm cây trồng thích ứng biến đổi khí hậu, sản xuất lúa gạo bền vững, canh tác lúa-tôm bền vững, sản xuất thực phẩm hữu cơ hoặc sản xuất an toàn hơn, quản lý tài nguyên nước và phát triển hạ tầng phòng chống thiên tai.
Chương trình BPP mong muốn hỗ trợ những nỗ lực này thông qua phát triển quan hệ đối tác với các doanh nghiệp hòa nhập và đối tác của những doanh nghiệp này đang hoạt động trong lĩnh vực nông nghiệp để cùng thử nghiệm các mô hình và công nghệ mới nhằm thích ứng với khí hậu, hoặc mở rộng quy mô của các phương pháp đã được chứng minh hiệu quả, đồng thời mang lại những lợi ích quan trọng về phát triển, bình đẳng giới và xã hội cho các cộng đồng sinh sống tại khu vực sông Mekong.
Thông tin chi tiết về Điều kiện hợp lệ, Quy trình lựa chọn và Ngân sách tài trợ*
• Chương trình quan hệ đối tác về thích ứng với khí hậu tại ĐBSCL cung cấp khoản tài trợ từ 250.000 đến 750.000 đô la Úc.
• Quan hệ đối tác cần đạt được kết quả về thích ứng với khí hậu, đồng thời góp phần cải thiện cuộc sống và sinh kế, cũng như giảm thiểu rủi ro trong tương lai.
• Các ý tưởng hợp tác cần hỗ trợ những giải pháp khắc phục các tác động cụ thể do khí hậu gây ra đối với phụ nữ và/hoặc đem đến cơ hội cho phụ nữ.
• Khuyến khích các quan hệ đối tác có nỗ lực cải thiện các kết quả đem lại cho người khuyết tật và/hoặc các nhóm đa dạng về mặt xã hội.
• Quan hệ đối tác sẽ gồm: một tổ chức riêng lẻ hoặc một liên minh các tổ chức và Bộ Ngoại giao và Thương mại Australia (DFAT).
• Quan hệ đối tác phải bao gồm ít nhất một đối tác có đăng ký hoạt động hợp pháp tại Việt Nam và một đối tác đến từ khu vực tư nhân.
• Có kinh nghiệm hoạt động tại ĐBSCL là một lợi thế.
• Hình thức đồng đóng góp sẽ có vai trò cần thiết để đảm bảo rằng cả Bộ Ngoại giao và Thương mại Australia và các đối tác đều đang đầu tư vào một quan hệ đối tác. Khoản đồng đóng góp phải bằng hoặc lớn hơn khoản đầu tư của DFAT thông qua đóng góp bằng tiền mặt (hình thức được ưa sử dụng) hoặc bằng hiện vật.
• Quan hệ đối tác có thể kéo dài tối thiểu 12 tháng và tối đa 24 tháng và cần bắt đầu vào tháng 9/2023 và kết thúc chậm nhất vào tháng 9/2025.

Quy trình nộp hồ sơ
Hồ sơ bày tỏ quan tâm bằng tiếng Anh hoặc tiếng Việt hiện đang được đánh giá theo hình thức luân phiên sử dụng mẫu hồ sơ dưới đây cho đến thời hạn 18/04/2023.
• Tạo một tài khoản trên hệ thống SmartyGrants và nộp Hồ sơ bày tỏ quan tâm tới Chương trình
• Nộp ý tưởng ban đầu (sẽ theo thư mời)
• Hỗ trợ các ứng viên lọt vào danh sách ngắn nộp đề xuất đầy đủ
• Đánh giá các đề xuất đầy đủ; thẩm định và ký hợp đồng với những ứng viên được chọn
• Tổ chức các buổi họp khởi động để xây dựng kế hoạch làm việc, kế hoạch giám sát và thống nhất “Phương thức làm việc” cho quan hệ đối tác
